7013 GENERAL SERVICES
This group covers services that are not connected with a specific function and which are usually undertaken by central offices at the various levels of government. It also covers those services connected with a particular function that are undertaken by such central offices. For example, the compilation of industry, environment, health or education statistics by a central statistical agency is included here.

I note too that ADAPT refers to the classfication as sectors, when it really is functions of government

Also, you are correct that ADAPT refers to the classification as sectors when it is functions of government. However, the flexibility of adding user-defined sectors in the Site Administration tries to resolve the issue.

..and statistical services connected with a specific function (classified according to function) e.g 70421 for agriculture statistics

So @Charles @Rajiv_RANJAN given the COFOG is included at the highest 3-digit level in ADAPT, is there consideration to go at 5-digit level in the ADAPT updates? that way, for e.g an agriculture policy and plan can be better coded as 70421 instead of falling under a broad function/sector like 704 Economic Affairs.
